Canada Aims to Welcome 1,450,000 Immigrants by the End of 2025

IRCC has just released their targets for the next three years and it’s looking promising!

After a record-breaking year in 2021, with just over 405,000 immigrants welcomed, and 2022 gearing up to be an impressive year as well, IRCC has set their sets even higher for 2023, 2024, and 2025:

  • In 2023, Canada plans to welcome 465,000 new immigrants.

  • In 2024, the target will be raised to 485,000 new immigrants.

  • It is expected to increase to 500,000 new immigrants by 2025.


The Immigration Levels Plan serves as a guideline for the number of immigrants that Canada hopes to welcome each year. Growing the economy, reuniting families, and providing asylum to refugees fleeing persecution abroad are among Canada's immigration goals.




The Majority of Immigrants will Arrive under Economic Class

The majority of new permanent residents will arrive via economic class programs through Express Entry or Provincial Nomination.


IRCC also strives to reunite families. After economic classes, family sponsorship is the next pathway Permanent Residents will arrive through. Applicants are sponsored for permanent residence by a spouse, partner, children, or other family members under family-class immigration programs.


Next are refugees and humanitarian-class immigrants. Canada has a long history of granting asylum to people fleeing dangerous situations in their home countries. As a result, IRCC has ensured that there is adequate space in the targets for refugees.


A Look Back at the Previous Year



With nearly 406,000 permanent residents in the economic, family reunification, and refugee/humanitarian streams, Canada welcomed the most immigrants in a single year in its history in 2021!


Permanent residency was granted to over 191,000 work and study permit holders. More than 415,000 temporary work permit holders and 445,000 study permit holders were welcomed, and 1,467,333 travel documents were issued to visitors, students, and temporary foreign workers.

The cherry on top is that over 220,000 Permanent Residents became Canadian citizens between 2021 and 2022!
