Traveling Outside Canada? Why Your Work or Study Permit Isn’t Enough for Re-entry

Are you currently in Canada on a valid study permit or work permit, such as a Post-Graduation Work Permit (PGWP)? Perhaps you are planning an international trip to visit family this winter, or looking ahead to next summer’s vacation. If so, there is one critical document you need to check immediately, or you risk being denied re-entry into Canada.

It is a common and costly misconception among international students and workers: "I have a valid permit, so I can travel freely." Unfortunately, that is not entirely accurate.

This article will explain exactly why your permit is not enough, why you likely need a Temporary Resident Visa (TRV), how the application process works, and how our team recently secured a TRV in record time for a client.

A Recent Case Study: A 6-Day TRV Approval

To illustrate the importance of proactive planning, let’s look at a recent success story from our office.

We were approached by a client who holds a valid, 3-year PGWP and is actively working in Canada. She wanted to travel to her home country this summer but realized a crucial piece of paperwork was missing. Her initial Temporary Resident Visa, issued when she first arrived as a student, had long since expired.

While her PGWP allows her to remain and work in Canada legally until it expires, it does not grant her permission to re-enter the country if she leaves. Understanding the risks, she trusted us to handle her application.

The result? We submitted a meticulously prepared TRV application on her behalf, and it was approved in just 6 days. Because she acted quickly and sought professional assistance, her summer travel plans were secured without any stress or disruption.

The Permit Myth: Status vs. Entry

Why did our client need a TRV if she already has a valid PGWP? This is the most vital educational point for anyone in her situation.

In the world of Canadian immigration, there is a distinct difference between "Status" documents and "Entry" documents.

  • Your Status Document (Permit): Your Study Permit or Work Permit (like a PGWP) grants you legal status inside Canada. It proves that you are authorized to be in the country for a specific purpose (studying or working). It does not, however, grant you permission to cross the border.

  • Your Entry Document (Visa): For individuals from non-visa-exempt countries, a Temporary Resident Visa (TRV), commonly known as a visa, is the actual counterfoil (sticker) placed inside your passport. This is the document that a border services officer or airline agent will check to allow you to board your flight and enter Canada.

The rule is clear: Your valid study/work permit does not allow you to re-enter Canada without a valid TRV (or eTA, if you are from a visa-exempt country). If your TRV has expired, you will likely be denied entry, even if your permit is valid for another two years.

Who Needs a TRV to Re-Enter Canada?

If your home country requires a TRV (visa) to visit Canada, you must have a valid TRV to re-enter Canada after traveling abroad, regardless of whether you hold a valid study permit or work permit.

If you are from an eTA-expanding (visa-exempt) country, you require a valid Electronic Travel Authorization (eTA) linked to your passport, but you do not need a TRV.

General Requirements for TRV Applications

Applying for a TRV when you already hold a permit is technically called "applying for a new temporary resident visa from inside Canada." The requirements are detailed and must be followed precisely to avoid rejection or delays.

The specific documents required depend heavily on your unique situation (e.g., student vs. worker), but generally include:

For All Applicants:

  1. Valid Passport: With at least two blank pages and validity extending beyond your intended stay.

  2. Valid Study or Work Permit: Proof of your current legal status in Canada.

  3. Proof of Financial Support: Recent bank statements showing that you have sufficient funds to support yourself during your stay (and for your travel out of Canada).

  4. Completed IRCC Application Forms.

For Students:

  • Proof of Enrollment: A recent Letter of Acceptance or Enrollment Verification letter from your Designated Learning Institution (DLI).

  • Transcripts: Recent academic transcripts from your current institution.

For Workers (like PGWP Holders):

  • Employment Letter: A recent letter from your Canadian employer stating your job title, salary, and employment start date.

  • Pay Stubs: Recent pay stubs as further evidence of current employment.

Note on Document Security: Immigration, Refugees and Citizenship Canada (IRCC) provides a highly secure online portal for application submission. It is critical that all documents are uploaded to the official, secure system.

Planning Your Timeline

As shown by our 6-day success story, TRV processing can sometimes be quick, but you should never assume it will be. IRCC processing times can fluctuate significantly depending on their caseload.

If you are planning to travel for the summer (or any major holiday), you should begin the application process at least two months before your intended departure date. This gives you time to gather documentation, receive approval, and, most importantly, send your passport to Ottawa to have the TRV counterfoil (sticker) physically inserted.
