Thanks Florence. One last question, when exactly can i submit my ee profile knowing that there is possibility of a cec draw on 29?
You can submit your profile now and wait for the draw. You can only submit the e-application after you have met the full to year requirements. So let's say you receive an ITA on may 19th but you meet the full one year on May 30th, then you should submit the e-application after May 30th.

That's true but there have been situations where ITAs are received before applicants meet the full month and their simply wait to submit the final application when they meet that to submit their application. This typically occurs because ee counts months and not days.
Overall, the decision is yours, don't rush if you have time. Wait and meet the full requirments and then submit.
